This is some scumbag bill collector, who buys OLD debts for pennies and tries to collect. Do not deal with them. If they call ask who they are collecting on behalf of? themselves, their employer, or the creditor, then nicely tell them it is you policy to only deal with your creditors, not third party businesses.
